Sources said, the  Infamous Sarpanch Rakesh Naik  has been in the close association of Mr. Ranendra Pratap Swain; and being a privileged local leader gets involved with lot of crimes under the protective umbrella of Raja Bhai . Sources further said ,while filing his nominations ,he has suppressed all his criminal records with the help of Raja Bhai (Mr. Ranendra Pratap Swain); the irony , all  these days of his being concealed under Rat's shell of Raja Bhai is nothing but attributing to harbouring the offender which warrants penal action U/s 212 of I.P.C .

Ranendra   Pratap Swain as M.L.A is said to be carrying personality unlike other MLAs and knows each one of his constituency ;since he believes in muscle power ,he prefers to be in touch with the persons like Rajesh Nayak. Raja Sawin is so concerned he has prevailed over the   Chief Minister Naveen Patnaik to take up effective election  campaign for Khuntakata Panchayat Sarpanch Rakesh Naik, who, was arrested by the Kolkata police on charges of a series of crimes, including murder. A team of armed police on Monday evening arrested Khuntakata Sarpanch Rakesh Naik on charges of having committed several crimes in Kolkata. BJD MLA Ranendra   Pratap Swain on January 25, 2012, along with Chief Minister Naveen  Patnaik had urged people to vote for Nayak, the BJD-supported candidate, for the Sarpanch post. MLA Swain was a strong backer of Nayak. However, despite the CM’s campaign, Nayak lost the election to Independent candidate Bilas Chandra Behera by over 1,000 votes.

According to sources, Nayak had won as Sarpanch in a bye-election after the elected Sarpanch Bilas Chandra Behera resigned from his post just after winning the last PRI elections showing personal cause. As Nayak had criminal background, none dared filing nomination against him. Kolkata police had tried several times to arrest him with the assistance of local police,  but in vain. However, this time, the Kolkata police were successful in arresting Nayak. They had not informed the Athagarh police about their raid on Nayak’s hideout.

Sources said, locals of Athagarh suspect his connection with M.L.A  has always been questionable for which the mobile of Mr. Nayak, if examined call wise along with respective voices recorded in the server may bring the nexus as to how Rajesh Nayak had established his Crime Kingdom in Odisha he had his criminal domain spread over the country and who is the king pin masterminding his evading the arrest.

Cuttack: 15.12.2013:Choice of Raja Bhai landed up the BJD in question.Infamous BJD Sarpanch Rakesh Naik of Khuntakata Grama Panchayat, Athagarh Rajesh Naik, who was taken to the custody of Kolkata Police in connection with series of murder cases , has constructed a mansion at Narayan Vihar in Laxmanpur area near Jagatpur with his under world money extorted in West Bengal, investigations by Kolkata police have revealed.

Rakesh Naik, who runs a criminal network in West Bengal, has constructed the building at an estimated cost of Rs 2 crore on a piece of land purchased from a builder, sources in West Bengal police said. The mansion was a meeting place for criminals from West Bengal and Odisha, besides some high profile political leaders of Odisha like Ranedra Pratap Swain and many others who used to visit the building at regular intervals, they said.

Surprisingly, the Commissionerate Police, have not yet raided his palatial building nor taken up any kind of surveillance.

While the commissionerate police have said they are waiting for a response from their Kolkata counterparts, it is most likely that the documents relating to his criminal activities could have been either destroyed or taken away by his associates and the police machinery may be hands in glove under the instruction of political master.

Cuttack: Tangi-Chaudwar: Abdus Shamim:OBB: Tangi Police busted a Bike -stealing racket :IIC. Human nature varies regardless of his position and similarly ,persons working in police are no exception. Mr.Binaya Kumar Bisoi, Medical Representative and resident of Angul was on his heels for his duties at Dhenkanal and while doing so, he parked his Hero Honda Spender Plus in the market before a Medicine shop on 29.09.2012, but the criminals roaming around caught sight of the vehicle and stolen away. Having not found the vehicle, Mr. Bisoi  owner of the bike lodged his vehicle missing report before the Town P.S, Dhenkanal,but the police there did attach any importance nor appeared to have taken any interest to help a person in distress.Blaming the luck being bad, Mr Bisoi returned home and lost all his hopes to get back the bike and in the meantime ,on 12.03.2014 in the evening hour he received a call from Angul P.S as to whether his vehicle is missed and on his confirming, he was advised to contact Smurtiranjan Kar, IIC, Tangi Police Station. Mr.Bisoi contacted  Smurtiranjan Kar ,IIC,Tangi Police Station and got convinced that his vehicle is brought to the custody of the P.S.Hence without any loss of time, Mr.Bisoi with his friend Mr.Manoj Kumar Mohanty had been to Tangi P.S and found the bike kept in the said P.S.

To his utter surprise and standing to all rumors moving around police inefficiency ,both friends  stated that it is the mind which brings the changes in the system; and the mind with rational feeling, as it appears with the Commissioner of Police, Mr.R.K.Sharma, I.P.S and Smurtiranjan Kar, IIC,Tangi  Police Station has the legs to march over all the hurdles to restore the society into its appropriate form, and time now reached .

Instance is such ,in the appointment of Asha and Asha Sathi under Janai Suraksha Yojan,the District Collector does not acquire any statutory role other than district supervisory head ;but when a matter came before Hon'ble High Court of Orissa in W.P.(C) no.10970/2013 ,the Hon'ble Bench in the stage of admission of the case ,directed the Collector ,Cuttack to examine the matter strictly in accordance with law adhering to the basic principle of natural justice and upon being so directed ,the Collector ,Cuttack Mr.Girish S.N having not examined the provision of law for his limited role in the case referred to nor having given weightage to the party at whom his sword is aiming at has constituted a court in judicial site and by means of his supervisory sword  ,he appears to have acted as if holding a writ court of higher judiciary and while disposing of the case referred to has worded his disposal of the case comparing himself with the judges of high court ,quoting the same ,it conclude as ,"Taking into account  the case story ,examination,cross-examination the petitioner,O.P-5 and Medical Officer I am of the opinion that the case of the Op.5 for selection of Asha as well as Asha Sathi is liable to be quashed."

The word or the terminology  "quash" means-to render null and void by a superior court /set aside or put an end to by an order of a higher Court."

In the given case ,the direction by the Hon'ble high court has not empowered the collector to constitute a Court with judicial process ,only an action under his supervisory capacity was therein contemplated; but the Collector wild in power searching has assumed himself as a Judge and taken up the issue under reference as if a court having jurisdiction and thereby quashed the appointment of a party who has been taken into role of the Govt 8 years back and she not being declared as selected for Asha Sathi has also quashed her anticipated selection for Asha Sathi.

More particularly,the Collector has dared passing his questionable order of Quashing marching over to  directions of the Hon'ble High Court of Orissa passed in W.P.(C) no. 22525/2013 dtd 24.01.2014 and 2850/2014  dtd 13.02.2014.

The attempt of the Collector,Cuttack ,Girish S.N is nothing but encroaching upon the domain of judicial forum and the given case is a glaring example which not only shows the inefficiency of the collector but shows his impetuous conduct to over reach the orders of the Hon'ble High Court of Orissa and thereby an action under Contempt of Courts Act is contemplated,legal experts suggest.

Surgeon: House Surgeon's Association :2013-2014 of S.C.B.Medical College & Hospital,Cuttack are on arms to fight out against the apathy of the govt in not considering their demands .As per them ,the govt policy to serve 5 years in K.V.K district is not a problematic issue for a doctor at least ,but why on contractual basis ,if the need is so mounting on the govt ,doctors opting to leave for other option need to deposit rs 5 lakhs as penalty >Hence ,there lies rational  demand , and if the demand lies there should be permanent posting with all that dignified way of equipping a doctor in the vulnerable and hilly patches .Secondly,while in house surgeon post working in hospital day and night ,the stipend amount is much below than that of similarly situated Asst.Surgeon and under a compromising salary and or stipend component ought to be at least 605 of of the amount the Asst. Surgeons are getting and a balancing proposition in service and the benefits accompanied may be the solution to allow the surgeons to work with dignity. 

the doctors under house surgeon-ship are more conscious of their responsibility,but the recurring apathetic and indifferent attitude of the govt has now led the surgeons to a turning point of demand ,but scared of mighty litigant like state ,the agitation still remains peaceful .under the circumstances,if the callousness of the govt persists then the consequence may be in resolute harsh
